Why Do Food Products Need an FDA Approval?

Following the removal of Reno Brand Liver Spread in the market, netizens have started to question the importance of consumer health and safety.

Just recently, it came to the attention of many that Reno Brand, a popular liver spread product in the Philippines, did not have a registration and approval from the Food and Drug Administration (FDA). And to remind the public of the importance of consumer health and safety, the FDA issued a health warning about Reno Brand’s—and four other products’—failure to comply with their rules.

In a separate statement, the FDA said that they are requesting the proper authorities to ensure that the products will not be on shelves and sold at groceries, supermarkets, and other stores. Because of these directives, many netizens have expressed their dismay over the pullout of the liver spread from the market, as it has already become a go-to palaman during merienda for many households over the years. But despite this, some stores have already followed the FDA’s directive to remove it from their shelves.

So why exactly is an FDA approval and registration such a big deal? Read on as we give you an explainer!

Stamp of Approval

As the government’s arm in charge of ensuring the safety of food and food products sold in markets across the country, the FDA is responsible for making sure that consumers only purchase food products that are clean, safe, and have been tested for harmful substances. With that said, the FDA is the only institution in the country that is authorized to give licenses to operate and product registrations to companies who wish to produce food items, medicines, and supplements and put it out in the market.


In the interest of public service, and increasing compliance and awareness on the need and the importance of securing License to Operate (LTO) for Food Business Operators and Certificate of Product Registration (CPR) for processed and prepackaged food products, the Center for Food Regulation and Research (CFRR) produced an Infomercial Video containing the basic information needed by stakeholders on how to secure LTO and CPR. Without an FDA license, products cannot be sold to the general public as it has not undergone testing and approval from their health experts.
